EKCO WHITECAPS FOOTBALL CLUB Ekco Social & Sports Club Football Section CONSTITUTION & RULES Constitution June 2005 1.1 All Football section Members will be Members of the Ekco Social & Sports Club. 1.2 Main Social & Sports Club rules prevail and must be adhered to at all times. 1.3 The Club shall accommodate football for a range of age groups from under 6 with no upper age limit and shall be for male and female members. 1.4 The management structure of the various age groups such as mini-soccer, junior football, girls section, youth football and senior, shall be agreed by the Committee. 1.5 The Football Club colours shall be Yellow and Green. 1.6 The financial year for the Football section shall be 1st June to 31st May. 1.7 The Football section shall have it’s own AGM, to be held in June each year. 1.8 All Members of the Football section shall have one vote per member at the AGM. 1.9 The Club shall be a Member of the Football Association, the Essex County Football Association, the Southend and District Junior Sunday Football League, Thundermite League, Scepter League, Essex Girls League ( or similar ) and any other League or organisation the Committee agree to enter. 1.10 The membership shall follow the rules and conditions of the Main Ekco Club. 1.11 Two members of the Committee shall be nominated to attend the Main Ekco Club Management and Ground Committee meetings. Officers 2.0 The main Officers and Committee Members of the Football section shall be :-
Chairman Vice – Chairman Secretary The Secretary shall select an Assistant to run the Mini-soccer section Treasurer Child Protection Officer
2.1 Additional co-members of the Committee shall be :- All Club Team Managers Mini – soccer Secretary Social Secretary Kit and Equipment Officer Schools Development Officer Girls Football Officer Other Officers as decided by the main Committee Members
2.2 Officers of the Club may be from outside the list of Club Team Managers 2.3 Any person wishing to stand for the positions of Chairman, Vice- Chairman, Secretary, Treasurer or Child Protection Officer, must have their nomination seconded by a Committee Member or team Manager and submitted to the Secretary one week prior to the date of the AGM. 2.4 If the incumbent Chairman, Vice-Chairman, Secretary, Treasurer or Child Protection Officer is not standing for re-election and no nomination has been received prior to the AGM, then nominations can be taken from the floor at the AGM. 2.5 Officers of the Club who are also Club Team Managers shall remain in office whilst they retain the full support of their players Parents, however, should this support not be maintained then Parents may approach the Committee for a change of Team Manager. 2.6 For the purpose of discussing grievances, the main Committee may be approached with seven days prior notice, from a Parent or Parent representative. 2.7 All Club Managers, Assistants and Coaches must attend and pass the FA Coaching Coarse Level 1, to include First Aid and Child Protection. 2.8 The Club will pay for the FA coarse, but should the person the Club has sponsored decide to leave within 12 months of the date of the Certificate, they must reimburse the Club the full value of all costs in relation to the Certificates obtained. Meetings 3.0 An AGM shall be held annually in June. 3.1 An Extraordinary General Meeting may be called at any time by a Member, providing at least one month clear notice. 3.2 A Committee / Managers meeting shall be held each month of the year, or as directed by the Committee. 3.3 All meetings shall have an Agenda and shall be recorded by way of minutes which shall be circulated and agreed.
Ground 4.0 Two members of the Football Committee shall be nominated to attend the main Ekco Social & Sports Club Ground Committee. 4.1 The Football section shall work with other Sports sections of the main Club ie Cricket section 4.2 The Committee shall appoint a member to deal with Pitch allocations and agree these with the Grounds-man or Main Club Manager. 4.3 Pitch allocation to teams will be agreed by the Committee. 4.4 Training allocations to teams shall be agreed by the Committee. 4.5 Under no circumstances will the ground be used when notification is posted, or advised, closing the ground for training, events and or matches. Child Protection 5.0 The Football Section shall have appointed a Child Protection Officer who shall be a member of the main Committee structure. 5.1 The Club shall have and maintain a Child Protection Code of Conduct and a copy will be provided to each member of the Club. 5.2 All members of the Club, be they Committee members, Players, Parents or Supporters MUST adhere to the various Codes of Conduct. 5.3 The Code details shall be reviewed to accommodate changes in the main Government and / or Football Association Legislation regarding Child Protection issues. 5.4 The Club insist upon a strict Discipline within the Code of Conduct which is applicable to all Members and Supporters alike. Discipline 6.0 All persons involved in or representing the Football section in any way what so ever MUST comply with the Club rules and various Codes of Conduct. 6.1 Committee members shall review any disciplinary matter and their decision shall be final. The Chairman, Vice-Chairman and Secretary shall form the Sub-committee to deal with any disciplinary matter. 6.2 The disciplinary committee retain the right to dismiss / suspend any Manager / Player/ Parent or Supporter, who in it’s opinion, bring the Club into disrepute. Players / Membership 7.0 Each team / squad shall be made up with the numbers of players as allowed by the League or organisation to which the team will play or be affiliated. 7.1 All Players / Members shall make a registration payment to the Club at the time of registration at a figure to be agreed by the Committee. 7.2 All Players / Members shall make further contributions / subscriptions, throughout the season as directed by the Committee. 7.3 All Players / Members who fail to contribute the financial sums required will be subject of having their membership cancelled and in terms of Players their registration forms retained by the Club until outstanding registration fees / subscriptions are paid in full. 7.4 The Committee reserve the right to contact each of the respective leagues to advise them of "non-payments" and request the Players registration is held. Kit and Equipment 8.0 All kit provide by the Club, or donated by sponsors, shall remain the property of the Club. 8.1 All sponsors shall be approved by the Committee before being used for Club sponsorship in any form. 8.2 Shirts, shorts, socks, match-day tops, rain-coats, second team change of kit, kit bag, ties, training equipment and any other equipment provide shall be kept in good condition and worn only on match-days, training sessions or other Club events as directed by the team Manager. 8.3 When a Player leaves the football club all kit and equipment MUST be returned in full and in good condition. Failure to comply with this will necessitate the retention of the Players registration Card / forms until such time that all property is returned or financially resolved and 7.4 above will be taken into account. Trophies 9.0 Any Club awards or League / Cups / Trophies etc must be returned to the Committee in good condition and at the agreed time specified. Trophies returned which require repair shall be counter-charged to the Team Manager or holder. General Matters 10.0 All Members shall apply by the rules and regulations as set out by the Football section and the main Ekco Social and Sports Club. 10.1 A copy of the Football Club rules, constitution and Code of Conduct, shall be supplied to all Players and Members upon registration to the Club. Child abuse is any form of physical, emotional or sexual mistreatment or lack of care that leads to injury or harm. Ekco Whitecaps FC therefore, have decided to appoint a designated Child Protection Officer (details above) to introduce and implement the Football Associations Child Protection Policy which is designed to reduce the possibility of such incidents occurring. The role of the above Officer is purely procedural and contributes significantly to the Club and F.A.’s ability to deal with child protection matters. Any concerns about possible abuse and poor practice should be reported immediately to the above Officer who will seek advice in confidence and decide the best course of action. CODES OF CONDUCT The Football Club have 4 Codes of Conduct to assist and protect all individuals associated with any form of Football arranged by the Club. These Codes MUST be followed by all persons associated with Ekco Whitecaps. 1. CODE OF CONDUCT - FOR MANAGERS, COACHES,ASSISTANTS and TRAINERS 2. CODE OF CONDUCT - FOR PLAYERS 3. CODE OF CONDUCT - FOR TEAM OFFICIALS 4. CODE OF CONDUCT - FOR PARENTS and SPECTATORS 1. Managers, Coaches, Assistants and Trainers will:- Treat all team members with respect, dignity and with equality. Place the safety of players above everything else. Encourage players in a positive manner and guide players to accept responsibility for their own behaviour and performance whatever their age or abilities. Plan training, match arrangements and meetings to enable parents and guardians to know what is going on. For example - where, what time and who is in charge. Make sure all parents/guardians know how to make contact with you. Always issue a contact number to all players and have it available at all times. Make sure that each team has a minimum of 2 adults in charge of them. Both these adults should stay in attendance until the last player has left with parent/guardian for home. This applies to training as well as matches. Ensure all parents know who our Child Protection Officer is. Managers, Coaches, Assistants and Trainers will not trivialise child abuse. If you are concerned or have an incident reported to you, this must be reported to the Club’s designated Child Protection Officer. Not show favouritism to any individual. Not make suggestive remarks or gestures nor use or tolerate inappropriate language. Display good behaviour and appearance. Not allow them-selves to be drawn into inappropriate attention seeking behaviour. Not treat a lone player away from the sight of other adults. Not play contact games with the players. Ensure all parents/guardians have a copy of the Club rules and details of all Club Officers and Team Managers as necessary. 2. Players will:- Show respect to their Manager/ Coach / Assistant / Trainer, at all times. Strive to develop their abilities and give maximum effort for the best possible performance during a game or training session. Set a positive example to others – i.e. other players and supporters. Not use inappropriate language or gestures. Know and abide by the Laws, rules and spirit of the Game. Try to help their own team win within the laws of Fair Play. Treat opponents with respect at all times, irrespective of the result of the game. Avoid violence, rough play and help injured team mates or opponents. Show respect to all Match Officials. Accept the decision of the Match Officials without argument. Show respect towards Team Officials of the opposition and all supporters. Try and value all the voluntary work that goes on behind the scenes. 3. Team Officials will:- Set a positive example to players of all ages and all supporters. Show respect to players, coaches and supporters. Promote and develop in the interest of the Players, Supporters their own team. Show respect to Match Officials involved in the game. Not use or tolerate inappropriate language. Accept the decisions of the Match Official without protest. 4. Parents and Spectators will:- Positively encourage all players to accept responsibility for their own actions whilst in training or playing football. Show a positive attitude in front of players towards: Other players Officials Managers Spectators Applaud the opposition when deserved. Avoid coaching the players during the game. Not shout / scream / use inappropriate language or threatening behaviour whilst supporting their team. Respect the Referee’s decision and/or any other Match Official. Give supportive attention to all players, regardless of their ability, not just the most talented. Show support and respect to the Manager/ Coach and encourage their child to do the same. Encourage players to strive to develop their abilities and give maximum effort during either training or a game. Try, where possible, to actively support Ekco Whitecaps FC in fund raising ventures, which can only have a positive outcome for the Players, i.e., money for kit etc. Try and value all the voluntary unpaid work that goes on behind the scenes. |
